ISP Throttling
The intentional slowing of your connection by your provider. Unlike congestion, which just happens, throttling is a deliberate choice — applied to a customer, a plan, or a specific kind of traffic.
Bandwidth throttling is when an ISP deliberately limits the speed of a connection. The key word is deliberately — the provider has decided to cap how fast certain traffic moves, rather than the slowdown being an accidental side effect of a busy network. Throttling can apply to your whole connection, to a particular service, or only after you cross some threshold.
Common kinds of throttling

Throttling vs congestion
These are constantly confused, but the distinction is sharp. Congestion is unintended — a shared link runs out of capacity at peak demand and clears when demand falls, affecting everyone on that link. Throttling is intentional — a provider applies a limit to a specific customer or traffic type, and it can persist regardless of how busy the network is. If your slowdown follows the clock and hits everything, suspect congestion; if it targets one service or kicks in after a usage threshold, suspect throttling.
How to detect throttling
The tell-tale pattern is selective slowness: a particular activity drags while your raw speed test looks healthy. A practical test:
- Run a normal speed test and note the result.
- Reproduce the slow activity (e.g. stream a video) and observe the quality.
- Connect through a VPN and repeat. A VPN encrypts your traffic so the ISP cannot see what type it is.
If the throttled activity speeds up noticeably over the VPN, the ISP was likely shaping that specific traffic — because once it is encrypted, they can no longer single it out.
Throttling and net neutrality
Whether throttling is acceptable depends heavily on what is being throttled and where you live. Slowing a connection after a clearly disclosed data cap is generally accepted. Selectively slowing a competitor's service, or degrading specific apps without disclosure, is exactly what net neutrality rules aim to prevent. In regions with strong net neutrality protections, application-specific throttling is restricted; elsewhere it is more common, which is why knowing your plan's terms — and being able to detect throttling — matters.
