The encryption-default difference
Signal encrypts every chat, every group, every call by default. The Signal Protocol is the gold-standard E2EE algorithm — used by Signal, WhatsApp, Google Messages (RCS), and many others. There is no "turn on encryption" toggle because it's always on. The server cannot read your messages.
Telegram's 1-on-1 chats are not E2EE by default. Standard chats use "client-server / server-client encryption" — Telegram's servers can read message contents (in cleartext) in order to provide cloud-sync features. To get E2EE, you have to start a "Secret Chat" explicitly, which is 1-on-1 only and does not sync across devices.
Telegram's group chats are never E2EE. Channels and groups always live on Telegram's servers in cleartext. This is by design — it enables group-of-200,000-members features. But it means Telegram is fundamentally not a private messenger for group communication.
Metadata exposure
Signal's "Sealed Sender" feature hides who is sending to whom from Signal's own servers. Combined with phone-number protections (usernames), Signal collects strikingly little metadata about its users — a fact validated by public legal-discovery responses (which contain almost nothing).
Telegram knows much more: who chats with whom, when, in what groups, on what device. Telegram's privacy policy describes some of this; user advocates raise concerns about it regularly.
Protocol scrutiny
Signal Protocol is the most-audited messaging protocol in existence. Independent cryptographers have analyzed it formally; the design is well-published; weaknesses found have been fixed in the open.
MTProto (Telegram's protocol) has been criticized by cryptographers for unusual design choices. MTProto 2.0 addressed many concerns. It's not considered broken, but cryptographers generally prefer Signal Protocol.

Is Telegram encrypted?
